He pointed out that The Committee On Foreign Investment In The United States (CFIUS) has been analyzing the Chinese tech giant for two years.
Warner expressed his apprehensions about TikTok, mentioning two main issues. The first is the amount of data that the app collects from its users, especially children, and stores it in China.
Despite TikTok's claims, there have been multiple examples of Chinese engineers gaining access to that data. The second concern is even more serious, according to Warner: the algorithms that determine what the user sees are managed by the app's leadership, who must obey the demands of the Communist Party of China.

According to Warner, CFIUS "is one way to address" the issue of TikTok, an issue which has been ongoing for two years. He acknowledges the legal issues which must be addressed and have expressed willingness to give the Biden administration a chance to make its case.

However, his patience is dwindling, as his colleague, Senator Michael Bennet has come out in support of the removal of the platform, and governors of both parties have followed suit. Warner insists that a firmer legal basis is required to move forward with not just TikTok but any further foreign technology national security issues.
According to Warner, it is impossible to prevent China from using the TikTok algorithm for propagandistic activities as long as the underlying code stays in the country.
