Newsweek's new information suggests that President Biden offered Vladimir Putin approximately 20 percent of Ukraine in exchange for ending the war.

The report suggests that CIA Director William Burns offered portions of the country of Ukraine to bring the war to an end.

A CIA official tried to put a wet blanket on this report and spoke with Newsweek to say that the report by the Swiss-German newspaper Neue Zürcher Zeitung (NZZ) was "completely false."

However, The Washington Post reported that Burns took a secret trip to Moscow to try to negotiate a deal that would give up parts of Ukraine in exchange for bringing the war to an end. Burns supposedly put a plan out to Moscow to try to bring the war to an end in mid-January. The war has been raging since February 24, 2022.

According to reporting, both Kyiv and Moscow rejected the proposal that Burns suggested.

Newsweek reached out to the foreign ministries of Russia and Ukraine for comment, but neither responded in time for the publication of this story.

Kyiv declined the proposed plan "because they are not willing to have their territory divided." However, Russian officials declined the proposal because they "will win the war in the long run anyway," NZZ.

Sean Savett, the deputy spokesperson at the White House's National Security Council, said that the report from NZZ was inaccurate and that the CIA would attest that the report was inaccurate. He wanted to make it clear from the reports that the CIA and US government were trying to negotiate a deal with Russia.

On January 25, 2023, the United States announced that it would be sending military tanks to Ukraine to attempt to help the war effort. The total number of tanks sent by the United States is 31. It might take several months to get the tanks to the war front in Ukraine.

Burns and Biden's National Security Advisor, Jake Sullivan, "wanted to end the war quickly so they could focus on China," according to Newsweek. Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin "didn't want to let Russia get away with destroying the rule-based peace order and called for massive military support for Ukraine."

This was all based on Newsweek reporting, showing that there are still many differing views about what the war in Ukraine might look like for everyone involved.
