Mayor Eric Adams has taken a proactive approach to addressing the thousands of job vacancies in New York City's municipal agencies.

In a hands-on effort to attract New Yorkers to apply for these positions, Adams has personally distributed flyers promoting a city jobs fair at York College. His efforts were observed during an impromptu visit with his staff at the Long Island Rail Road station in Jamaica, Queens, last Thursday.

A December report by City Comptroller Brad Lander's office revealed approximately 23,000 vacancies in the city's 35 municipal agencies during the fall of last year. Due to budget constraints, this figure has since been reduced to about 20,000.

The Department of Social Services Child Support Services division experienced a significant 46% vacancy rate, with only 415 employees filling the allocated 775 positions. Additionally, the city's Cyber Command, responsible for safeguarding New York's cybersecurity, had a 36% vacancy rate.

Other departments also reported substantial vacancy rates, including the Department of Small Business Services, with nearly one-third of its positions vacant; the Buildings Department, with a 23% vacancy rate.

The City Planning Department with 21%, the Department of Social Services with 20%, and the Department of Health & Mental Hygiene and the Department of Environmental Protection with 17% vacancy rates.

Adams acknowledged the urgent need to fill these thousands of vacancies for the efficient functioning of the city's government. He expressed his commitment, along with his administration, to spread the word to New Yorkers about the numerous job opportunities available.

"Often times we talk about vacancies in city agencies. But then if you ask the people in government that talk about the vacancies… you ask them, 'but what are you doing about filling them?' They don't have an answer," Mayor Adams stated, emphasizing his new role as a job recruiter.

Despite his initial resistance to the idea, Adams has also demonstrated greater flexibility regarding remote work for city employees.

During his visit to the LIRR station, Robert Chamon, a father of two, expressed his gratitude to the mayor for sharing information about the city's job opportunities. "It's good, good, really good. I'm just going for a job interview today so if it does not work out, I can apply at this one," Chamon said.

Comptroller Lander attributed the increased vacancy rate to the mayor's job freeze and the considerable disruption in the labor market due to the COVID-19 pandemic. The citywide vacancy rate last fall was just under 8%, a significant increase from the pre-pandemic rate of around 2%.

Lander explained, "While it is important to identify positions that are no longer needed, current vacancies appear to be driven far more by where there is private sector competition for workers, rather than by any assessment of need or priority."

He added that the high vacancy rates have resulted in a severe lack of capacity in mission-critical areas, such as housing creation, providing services to low-income children, and collecting revenue essential for the city's functioning.
