Additionally, the bill proposes retroactively expanding the tax credit to unborn children. Once a dependent is born, parents would be able to claim the tax credit for the previous year during the pregnancy, in addition to accessing the regular child tax credit for the current year.

During the COVID-19 pandemic, the expanded child tax credit without work requirements gained popularity. However, attempts by Democrats to make it a permanent measure were unsuccessful. Currently, the credit is worth up to $2,000 per dependent, as of the most recent tax cycle.

The package also includes other measures such as allowing parents to use their Social Security to finance up to three months of paid parental leave and enhancing certain benefits for new mothers. It also incentivizes states to establish guidelines for fathers to contribute to a woman's pregnancy costs and requires cooperation with child support requirements in order to receive SNAP food benefits.

This bill comes at a time when the issue of abortion access remains highly controversial, following the Supreme Court's decision to overturn Roe v. Wade in June 2022.
