The Internal Revenue Service (IRS) has announced that it will be putting an end to most unannounced visits by agency revenue officers to taxpayers' homes.

This decision comes as part of an effort to address public confusion and enhance overall safety measures for taxpayers and employees. The change reverses a decades-long practice by IRS revenue officers, who are responsible for visiting households and businesses to help taxpayers resolve their account balances by collecting unpaid taxes and unfiled tax returns.

Effective immediately, unannounced visits will be replaced with mailed letters to schedule meetings. According to IRS Commissioner Danny Werfel, this change is a common-sense step that will increase confidence in the agency's tax administration work and improve overall safety for taxpayers and IRS employees.

Werfel also highlighted the increased security concerns in recent years, particularly with the rise of scam artists posing as IRS agents. These fraudulent activities have not only caused confusion for taxpayers but have also created hazards for IRS agents making unannounced visits.

"We have the tools we need to successfully collect revenue without adding stress with unannounced visits," said Werfel. "The only losers with this change in policy are scammers posing as the IRS." Instead of unannounced visits, taxpayers will now receive appointment letters known as 725-Bs and will be able to schedule face-to-face meetings at later dates.

The IRS has clarified that there will be a few unique circumstances in which unannounced visits will continue. These include service of summonses and subpoenas, as well as sensitive enforcement activities involving the seizure of assets that are at risk of being placed beyond the reach of the government. However, these instances are relatively rare, numbering less than a few hundred each year compared to the tens of thousands of unannounced visits that typically occurred annually under the old policy.

The National Treasury Employees Union (NTEU) has expressed support for this change. Tony Reardon, the president of NTEU, stated that the safety of IRS employees is of paramount importance and that this decision will help protect those whose jobs have become more dangerous in recent years due to false and inflammatory rhetoric about the agency and its workforce.
