Phillips, a three-term Democrat from Minnesota, is reportedly considering a run for the White House as a more moderate alternative to the current President.
In an interview about a year ago, Phillips was one of the first Democrats in Congress to publicly question another term for Biden. When asked if he would support Biden, Phillips responded, "No... I think the country would be well-served by a new generation of compelling, well-prepared, dynamic Democrats who step up."
According to Politico, Phillips has been receiving inquiries about his willingness to primary Biden and will be meeting with donors to discuss the race. However, the report suggests that Phillips is unlikely to mount a primary challenge unless Biden's health worsens or his poll numbers significantly decline. Phillips is said to be concerned about weakening Biden's standing for the American people.

Confirming the reports, Phillips told Axios, "the reporting is accurate." He flipped a GOP seat in Minnesota in 2018 and has since been reelected twice, currently serving his third term in office.

Phillips is not the only potential challenger to Biden in the Democratic primary. Robert F. Kennedy Jr., who has criticized the leftward shift of the Democratic Party, and Marianne Williamson, who ran in 2020 before dropping out, are also considering bids. Williamson, known for her self-help books, campaigned on the message of "Turning Love into a Political Force."

Phillips has been cautious in showing support for Biden since at least July of last year. "I'm impressed by the Biden presidency and find the President to be a man of equal parts competency and compassion. I also believe American democracy is made stronger by competition," Phillips said at the time of Biden's second term announcement. "Coronations are antithetical to democracy."
